Im Einklang mit den Aufgaben des Amtes will dieses Null-Energie-Verwaltungsgeb\u00e4ude ein Leuchtturmprojekt f\u00fcr effizientes und ressourcenschonendes Bauen und eine Inspiration f\u00fcr andere Bauprojekte sein. Herzst\u00fcck des Neubaus bildet das Gesamtenergiekonzept: Hoch-W\u00e4rmeged\u00e4mmte Geb\u00e4udeh\u00fclle, Bezug von Fernw\u00e4rme, Nutzung von Regenwasser, allseitige Photovoltaik-Fassaden zur Stromgewinnung, minimale Rauml\u00fcftung mit W\u00e4rmer\u00fcckgewinnung, optimale Tageslichtnutzung und effiziente Beleuchtung. Dar\u00fcber hinaus wurde der Bau\u00f6kologie unter Verwendung von schadstofffreien nat\u00fcrlichen Baustoffen h\u00f6chste Beachtung geschenkt. Durch die Verwendung \u00fcberwiegend regionaler Materialien und von Recyclingbeton konnte die graue Energie erheblich reduziert werden. Um das Geb\u00e4ude optimal in das Stadtbild einzubinden, wurde eigens f\u00fcr dieses Projekt ein Spezialglas entwickelt, das eine plastische, unregelm\u00e4ssige und im Licht changierende Lebendigkeit entfaltet. Durch die in das Glas integrierten metallischen Punkte wird die dunkle Basisfarbe der Photovoltaikzellen aufgebrochen und mit einer warmtonigen Farbigkeit \u00fcberlagert. Das Erscheinungsbild der Geb\u00e4udeh\u00fclle \u00e4ndert sich je nach Beobachtungswinkel und Sonneneinstrahlung.
